Bug fixes for the benefit of cover and Plunging Fire.

• Fixed the benefit of cover so it correctly applies -1 to the attacker's Ballistic Skill (BS), not -1 to the hit roll. Because BS is a characteristic, this is not subject to the +1/-1 hit roll cap, so cover now stacks with other -1 to hit modifiers (for example, cover plus a -1 to hit ability gives an effective -2). Cover on its own behaves exactly as before, and IGNORES COVER and PSYCHIC still ignore it.
• Fixed Plunging Fire so it correctly applies +1 to the attacker's Ballistic Skill rather than +1 to the hit roll. Like cover, this is a characteristic modifier, so it sits outside the hit roll cap and cleanly cancels the cover penalty even when other modifiers are in play. PSYCHIC weapons still benefit from it.
