More resilient roster imports.

• Fixed a roster import failing completely when just one unit couldn't be imported. The rest of your roster now comes through, with any skipped units listed so you can see what was left out.
• Improved our behind-the-scenes tracking of skipped units, so recurring import gaps get spotted and fixed faster.
