Support for importing New Recruit rosters built in languages other than English.

• Added support for importing New Recruit rosters exported from a non-English catalogue, such as French, German, Spanish or Italian. Previously every unit was skipped and the import failed, now they import as normal.
• Fixed a confusing "Generation Failed" error when you import a roster file that was exported without any unit stats in it. UnitCrunch now tells you the file has nothing to import and to export your list again.
